
Leading planning and architectural firm CWPA, celebrated the official opening of its new offices with Minister for Transport Darragh O’Brien TD, alongside a gathering of valued clients and colleagues.
Founded during the 2020 Covid-19 lockdown, CWPA has grown from strength to strength, establishing itself as a trusted partner for developers across Ireland. The company represents a collaboration between Planning Consultant Joe Corr and Architect Fran Whelan, offering a complete range of professional services under one roof. The CWPA team brings expertise across architecture, urban planning, interior and exterior design, and specialist knowledge in healthcare projects, particularly in nursing home, primary care, senior living and community-focused design.
Minister O’Brien, who has known both founders for many years, praised their reputation and contribution to the industry. Speaking at the opening, he said he was “delighted to be here to mark such a positive milestone” and congratulated the CWPA team, adding that Fran and Joe are “well respected in their fields” and that he wished the entire CWPA team and business “every success for the future.”
Reflecting on the occasion, CWPA MD Architecture, Fran Whelan said:

CWPA has designed and managed some high-profile projects including the Terminal 3 project at Dublin Airport on behalf of prominent aviation entrepreneurs Ulick & Des McEvaddy. Other key projects include the design of several apartment developments in Dublin and Meath, as well as several Strategic Housing Developments in North Dublin.
Recent planning successes in 2024 include approval for a 21-apartment block on Richmond Avenue in Dublin 3, an abattoir, and a Gas Turbine Power Generation Station in North Dublin. The firm also secured permission for a significant residential project comprising 104 apartments over 11 floors in Baldoyle and a 65-apartment complex in Howth.
In addition, CWPA has designed several hotels, senior/independent living facilities, and more than twenty schools across the counties of Donegal, Kilkenny, Louth, Mayo, Meath, Wicklow, and the four County Council areas in Dublin.
2024 was a landmark year for CWPA, with the company managing projects throughout Ireland valued at over €2 billion. This milestone reflects both the scale of the firm’s ambition and the confidence that clients continue to place in its expertise.
